It examines how foreign governments respond to the challenges of globalization and a rapidly changing international environment. In the keynote speech of the 2nd China-Korea Presidents Forum held at Jilin University, Changchun, China in June of 2010, Dr. Hyo Soo Lee, President of Yeungnam University, emphasized the necessity of multilateral interchanges and cooperation among universities in China and Korea beyond traditional bilateral ones. He also delivered the message that an increase of economic aspects does not mean stepping forward to the center of the world in the intelligence-based society of the 21st century. In order to make things happen, 20 universities from the 985 Project of China are supposed to join the forum and meet with the top-tier 20 Korean universities. The purpose of the project is to promote the Chinese higher education system under the call of President Jiang Zemin in May of 1998. Therefore, it is anticipated that this forum will be a cornerstone of the international, intercontinental era beyond the typical, stereotyped collaboration of the universities in China and Korea. It sought to enhance cooperation and exchange between both countries in the higher education sector. The 1st and 2nd forum was held at Korea University, Korea in 2007 and Jilin University, China in 2010, respectively. Specially, President Lee mentioned that roles and functions of universities confront in a global market and intelligence-based society in the 21st century, which cannot be compared with those in the 20th century, have been tremendously enlarged. He also emphasized that the regular convention of the forum should be conducted by the representatives of the higher education institutions in the two countries, and that multilateral collaboration in joint research and globalization education with respect to oriental ideology, Asian culture and Asian values should be worked out by the universities. <BODY style=\"FONT-SIZE: 9pt; MARGIN: 5px; FONT-FAMILY: gulim; BACKGROUND-COLOR: #fff\"> First time in 60 year history of Republic of Korea Armed Forces, operational commander fluent in English [Dec 16, 2010] For the first time in the 60 year history of the army, a woman was promoted to combatant brigadier general. Brigadier general Song, Myung-soon (52, photo), class of \'76 of Yeungnam University Department of Political Science & Diplomacy, was promoted to the first female brigadier general in combat arms during the personnel shift conducted by the Ministry of National Defense on the 16th. Until now, the only female generals were from the nursing branch. Since Yang, Seung-suk became the first female brigadier general in 2001, a new female general was promoted every two years in the nursing branch. However, this is the first time that a woman was promoted to brigadier general from the combat arms branch. Brigadier general Song graduated from Gyungbuk Girl\'s High School and the Yeungnam University Department of Political Science & Diplomacy, and completed an English instructor course at the US Defense Language Institute. She joined the army in the 29th unit of the Female Military in 1981 and served as a communications officer, protocol officer and strategy officer, and also worked as the spokesperson for the Korea ground forces festival command center, commander for the woman Special Warfare, protocol officer for the Army Chief-of-Staff secretary office, chief commander of the female unit of the army, regimental commander of the army 2nd training center, commander of the public opinion department of the 2nd Operations Command, and commander of the ROK-US Combined Forces Command civilian-military operations office. While working at the ROK-US Combined Forces Command, she proved to be an outstanding strategic commander, which is uncommon for women in the military. She is currently working in the joint operations headquarters for the ROK Joint-Chief of Staff. Meanwhile, according to the Ministry of National Defense\'s data on \'2006-2010 female military officers\' university attended and major\', Yeungnam University was found to graduate the most female officers, and was selected as the first female ROTC university by the Ministry of National Defense, and has so far selected five female students as candidates.

<BODY style=\"FONT-SIZE: 9pt; MARGIN: 5px; FONT-FAMILY: gulim; BACKGROUND-COLOR: #fff\"> Total investment of 35 billion won with 2.27 billion won of national funds for 5 years, Fostering graduate and doctoral students in Solar Cells Granting a government-issued official certification [Dec 13, 2010] Yeungnam University will be a cradle for fostering experts to lead the solar cell sector. Recently, Yeungnam University was selected for the \'2010 Energy Personnel Fostering Project\' supervised by the Ministry of Knowledge Economy. Thus, Yeungnam University will invest a total of 3.5 billion won (including 2.27 billion won from national funding] until June 2015 to construct a curriculum for the \'Solar cell materials and process fusion Graduate School\', and to foster graduate and doctoral students in solar cells. The solar cell materials process fusion graduate school course (hereinafter called \'fusion graduate school course\') of Yeungnam University, received the highest evaluation of the 16 selected graduate school fields through a competition of 6 to 1 and received additional funding for the first year project. The fusion graduate school course made up of professors of the School of Chemical Engineering and Department of Physics, is an industry-academic education program made for the fostering graduate and doctoral students. By fostering leading human resources in the solar cell materials and process sector from the 2011 school year to the end of June, 2015, and supplying them to related domestic companies and research centers, its final goal is to help promote the domestic solar cell industry and to help procure global competitiveness. For this, Yeungnam University is planning to select a total of 229 new students in its fusion graduate school for masters and PhD (29 in 2011, and 40 for each school year from 2012 to 2015). They will be offered \'corporate-customized Co-op masters and PhD courses\', and they will be given an internship or on-site training opportunity for a minimum of one month through special employment contracts with related companies. In particular, all students participating in the fusion graduate school will have to participate in industry-academic co-op projects proposed by participating companies, and write a thesis for their degree on the projects. Those who receive the degree will also be given an official certification by the government (Korea Institute of Energy Technology, Evaluation and Planning). In addition, it is planning to construct an organic industry-academic cooperation network by appointing prominent industrial figures as visiting professors, implementing research-year systems at industries by professors, recall education of graduates, and customized re-education of employee at participating companies. Professor Park, Chin-ho (52, School of Display and Chemical Engineering), general supervisor of the project, stated, \"With the rapid growth of the world\'s solar power generation market (photo below), the Korean government showed its intention to foster high-end human resources in the green energy sector. With Yeungnam University receiving the best assessment and being selected for this project, the foothold for going into the world\'s top 10 in the green energy sector was provided.\" He also added, \"With the undergraduate Green Energy major and the solar cell materials and process fusion graduate school being interlinked, Yeungnam University will become the \'hub of green energy education\' with global competitiveness.\" On the other hand, the energy personnel fostering project is a Ministry of Knowledge Economy sponsored project in which a total of 7.1 billion won will be funded to 25 universities for 28 sub-projects on new renewable energy and atomic energy in order to foster human resources needed for the new growth engine of the energy industry.

<BODY style=\"FONT-SIZE: 9pt; MARGIN: 5px; FONT-FAMILY: gulim; BACKGROUND-COLOR: #fff\"> Testifying the superiority of the Department of Chemical Engineering and the BK21 display material process R&D Workforce Cultivation project [Dec 9, 2010] Dr Shamsuzzoha (32, photo), who received his PhD in Department of Chemical Engineering and Technology at Yeungnam University, was appointed as a professor at KFUPM (King Fahd University of Petroleum & Minerals), which is the most prestigious university in Saudi Arabia. Dr Shamsuzzoha enrolled in the Yeungnam University Graduate School PhD course in 2003 and received his PhD in 2007 (advisor: Professor Lee, Moon-yong), and worked at the graduate school department of chemical engineering until 2008 as a BK21 post-doctorate researcher. During his PhD course, Dr Shamsuzzoha gained considerable achievements in his research on optimal tuning methods of PID controllers based on analytical methods, and was internationally recognized for his research capacities by publishing nine theses on SCI-level journals. KFUPM, which Dr Shamsuzzoha will be appointed at was ranked as the number 1 university in Saudi Arabia and the 349th in the world by the 2010 Times Higher Education evaluation.

Edge Hill University is a prestigious public university with a 125 year old history located in Liverpool, England with over 20,000 enrolled students. It won the Times Higher University Award in 2006, 2007 and 2010. In 2007 and 2010, it was chosen as the University of the Year. Northumbria University is a public university located in New Castle, England and is the best new university selected by Times Online for the past 10 years. It has 35,000 students and it has over 3,000 international students, thus showing that it is quickly being globalized. The University of Strasbourg is one of the largest universities of France located in the Alsace, which is also a sister-province of Gyeongsangbuk-do. It has 43,000 students in 38 colleges and also has over 4,000 researchers, while boasting a long tradition of 379 years. It graduated over 10 Nobel Prize winners including Albert Scheitzer who won the Nobel Peace Prize and Jean-Marie Lehn, who won the Nobel Prize in chemistry.
